AP is live from Gaza, where plumes of smoke were seen Sunday from Israeli airstrikes.

The Israeli government formally declared war Sunday and gave the green light for “significant military steps” to retaliate against Hamas for its surprise attack, as the military tried to crush fighters still in southern towns and intensified its bombardment of the Gaza Strip. The toll passed 1,000 dead and thousands wounded on both sides.

Azerbaijan said on Wednesday it had halted military action in its breakaway region of Nagorno-Karabakh after Armenian separatist forces there agreed to a ceasefire whose terms signalled the area would return to Baku's control.

Azerbaijan, which sent troops backed by artillery strikes into Karabakh on Tuesday, says it plans to integrate the area's 120,000 ethnic Armenians and that their rights will be protected under the constitution.

The outcome, a military victory for Turkey-backed Azerbaijan whose forces far outnumbered the separatists, could cause political turmoil in neighbouring Armenia, where some political forces are angry that Nikol Pashinyan's government was unable to do more to protect the Karabakh Armenians.

The Armenian government has said that more than 90,000 residents of Nagorno Karabakh have now left the disputed territory.

That's over three quarters of the population of the self-declared republic.

The area is internationally recognised as part of Azerbaijan, where it's located - but it's been administered by the ethnic Armenian majority there since the fall of the USSR. But yesterday the leader of Nagorno-Karabakh said his government will dissolve itself and the republic by the 1st of January.

Azerbaijan’s operation in Nagorno-Karabakh will end if Armenian separatists “lay down their arms”, president Ilham Aliyev said in a phone call with US Secretary of State Antony Blinken.

Mr Aliyev told Mr Blinken “that anti-terrorist measures will be stopped if (Karabakh forces) lay down their arms”, according to a presidency statement released after Tuesday’s call.

Azerbaijan’s defence ministry said its forces had taken control of more than 60 military positions during “localised anti-terrorist measures” in the mountainous breakaway region on Tuesday, which separatists said had been rocked by artillery, aircraft and drones.

Armenia said it was willing to resolve disputes with Azerbaijan over the region of Nagorno-Karabakh. Yerevan’s statement followed Moscow summoning the Armenian ambassador to present a protest about what it said were "unfriendly steps" in the South Caucasus. Armenia said it was committed to the settlement of all outstanding issues with Azerbaijan purely through “political and diplomatic means”. However, the statement by Armenia’s foreign ministry did not make any reference to the Russian complaints.
